Comment on: Western Ramapo Sewage Treatment Facility-Legislative Public Hearing May 18, 2004

 

With the faithful commitment of Julius Levine and Geoff Welch, the Rockland County Conservation Association (RCCA) has participated in the review process of the proposed treatment facility.  Their comments and concerns have been expressed routinely over time.  We, as they, have been confounded by the many twists and turns that the proposal has taken.  We ask that the Rockland Legislature, prior to approving any more funding for this project and share with the public a complete analysis of just what is included in this ever-changing proposal.  There have been many changes in the proposal, as well as its intended use.  Therefore, complete analyses of what is contemplated hi the plan should be revealed in detail.

 

Of particular concern is the discussion of a tie-in for a Tuxedo development plan of approximately 1200 living units and an undefined amount of commercial use.  RCCA is opposed to such use of the proposed facility.  Doesn't this County endure enough challenges with the development demands within our own borders?  That is not to say that inter-municipal relationships do not have their place but in this case taking on the burden of another county's development problems is counter-productive to the needs of Rockland's residents.  Particularly when a noteworthy goal is to promote low impact growth initiatives.  How would two different municipalities share the financial needs for the maintenance and updates at the facility?  What county will have oversight responsibilities with regard to enforcement and public health issues?

 

The adoption of a new Master Plan has resulted in zoning changes in Ramapo.  Have these changes been factored into the proposal?

 

At a Legislative Environmental Subcommittee meeting, Ron Delo was asked whether mercury or pharmaceuticals would be removed prior to releasing the effluent as recharge to the Ramapo River, he replied no, though adaptability is being factored into the design of the facility.  What is being removed?  Has there or will there be a baseline study of what is in the water supply?

 

These very basic issues should be clarified before any additional funding is granted or the implementation of the project begins.We also ask that this body consider limiting the funding of this project to Rockland use only.
